When a hurricane hits, we don’t debate whether people deserve help. We show up. We coordinate. We make sure no one is left waiting on a system that wasn’t built for the speed of the need. Homelessness is no different. It is a disaster — one that unfolds more slowly, more quietly, and too often without the cameras rolling. Stepping Stones is R4’s commitment to changing that.
We’re applying everything we’ve learned from disaster response — the coordination, the community trust, the real-time matching of needs and resources — to one of the most overlooked crises in our communities. Not as a temporary fix. As a pathway.

Connecting people to stable housing quickly — not after months on a waitlist, but through coordinated partnerships that cut through the barriers that keep people stuck.
🍽 Food, Dignity & Daily Essentials
Daily essentials aren’t a reward for getting housed — they’re what makes it possible to get there. Stepping Stones keeps people fed, clothed, and treated with dignity every step of the way.
🩺 Whole-Person Care
Medical needs don’t pause while someone looks for housing. Mental health doesn’t either. Stepping Stones coordinates care across the full picture of what a person needs to stabilize and rebuild.
🚗 Cutting Barriers
No ride to the appointment. No ID to get the ID. No address to apply for the job. These are the walls that trap people in crisis. Stepping Stones works to dismantle them — one at a time, with the person, not for them.

R4’s model was built in a crisis. Stepping Stones inherits that DNA, so when the next disaster hits, the people most vulnerable aren’t starting from zero. They’re already connected.
Why R4 Is the Right Team for This
We didn’t start Stepping Stones because homelessness is trending. We started it because our people keep meeting the same person, the one who fell through every crack, who got help for the flood damage but not for the three underlying crises that made the flood so devastating. We know how to coordinate across organizations, move resources without bureaucracy, and show up without a hero complex. That’s exactly what this work requires.
Proven in the Field
R4 has coordinated 162,000+ food box deliveries, 503 active supply sites, and relief efforts across all 50 states through an all-volunteer model with no paid staff and no government grants. We know how to run lean and move fast.
Grounded in Research
Stepping Stones is being developed alongside active academic research partnerships, so the program is built on what actually works and best practice, not assumptions about what people need.
Community-Led, Not Top-Down
We’ve never believed that outside organizations know better than the people living through a crisis. Stepping Stones will be built with community members at the table shaping the program, not just receiving it.

Where We Are Right Now
Stepping Stones is in active development. We are building research partnerships, mapping the gaps in existing services, and connecting with the organizations whose work will anchor this program. We are not waiting for a crisis to make us act, we are building while we have the clarity.
